Commissioner Bryan T. Cafferelli emphasized that unlicensed platforms cannot offer sports wagering in Connecticut. He said, “Only licensed entities may offer sports wagering in the state of Connecticut. None of these entities possess a license to offer wagering in our state…”

Director Kris Gilman highlighted risks such as fund loss and data misuse for consumers without regulatory safeguards. “They are operating outside of a regulatory environment, posing a serious risk to consumers who may not realize wagers placed on these illegal platforms offer no protections for their money or information. A prediction market wager is not an investment,” she added (source).

Actions may affect how prediction markets operate within Connecticut. The enforcement targets main companies at the intersection of crypto and sports betting industries, causing significant industry speculation.

Kalshi claims federal CFTC oversight exempts them from state regulation. “Connecticut has no authority to regulate its markets; Kalshi is federally regulated under the Commodity Futures Trading Commission,” stated a Kalshi spokesperson (source). Litigation and legal debates follow, questioning jurisdictional authorities between state and federal bodies in the prediction market industry.
