Dubai’s Land Department is piloting tokenization with a market outlook that, if realized, would shift a meaningful share of the city’s property flows into digital form. According to Dubai Land Department, tokenized real estate could reach roughly 7% of transactions by 2033, about AED 60 billion (≈US$16 billion), with the program intended to simplify buying, selling, and investment processes under official oversight.

While Dubai pursues a policy-driven framework, the Maldives is showcasing a project-level approach focused on issuance mechanics and investor eligibility. According to FinanceFeeds, World Liberty Financial selected Securitize to handle tokens tied to a development loan for a Maldives resort, with Dar Global involved on the development side, an arrangement that points to debt-style tokens, accredited investor onboarding, and defined reporting cadences.

Liquidity remains the key practical constraint, even when tokens are well structured and governed. As reported by Decrypt, “there was a perception that tokenization was going to make those illiquid assets liquid, and that didn’t happen, because an illiquid asset is illiquid whether you tokenize it or not,” said Carlos Domingo, CEO of Securitize.

Taken together, Dubai’s pilot signals regulatory momentum and a potential roadmap for larger-scale digitization, while the Maldives issuance illustrates how a single-asset, development-loan token can embed eligibility checks and an exit mechanism for accredited holders. For investors, the immediate value lies in improved transparency and fractional ownership options, with liquidity and exit mechanisms dependent on the specific instrument, lockups, and any approved trading venues.
