The Hong Kong Monetary Authority and the Securities and Futures Commission will supervise the regulations. Actions include separating crypto assets into risk groups and establishing a stablecoin licensing regime, affecting institutional capital allocation.

Stablecoins that comply with new criteria will enjoy lighter treatment, likely improving liquidity in Hong Kong’s financial sector. “From January 1, 2026, Hong Kong will implement the Basel framework by revising its capital, disclosure and significant exposure rules.” Financial shifts are notable, enabling banks to hold licensed stablecoins and tokenized assets with less capital.
